What is Whistle-blowing?

Whistle-blowing is an act of voluntary disclosure/reporting to the Management for further action of any improper conduct (misconduct or criminal offense or malpractices) committed or about to be committed by an employee of the company.

Who is “Whistle Blower”

Any employee (or group of employees) of LPPSA or members of the public or other agencies who have official dealings with LPPSA (including vendors, contractors, customers, stakeholders, panel lawyers or panel insurance) who makes disclosure against employee(s) of LPPSA about actual, suspected or anticipated improper conduct within LPPSA.

What is Whistle Blower Policy of LPPSA?

Whistle Blower policy of LPPSA provides avenue for all employees of LPPSA and members of the public who have official dealings with LPPSA to disclose any improper conduct within LPPSA in accordance with the procedures, terms and conditions as provided under the policy.

What is Misconduct/what kind of Misconduct I can whistle blow?

Misconduct means an improper behaviour or an act or conduct in relation to the employee’s duties or work which is inconsistent with the due performance of his duties as an employee and includes violation of the rules and regulations as set out in the code of conduct, policy or procedure or other unlawful conduct which shall include but not limited to the acts as mentioned in Appendix I.

Should I make a disclosure of an act or omission which I suspected it to be a misconduct or criminal offence but not certain whether the act or omission constitute misconduct or criminal offence?

Yes, the Whistle Blower Committee will determine whether the disclosure made constitute a misconduct or criminal offence.

To whom should I whistle blow?

All disclosures made under this policy shall be made in writing to Whistle Blower Committee, Lembaga Pembiayaan Perumahan Sektor Awam, Aras 1, No. 9, Kompleks Kementerian Kewangan, Persiaran Perdana, Presint 2, Pusat Pentadbiran Kerajaan Persekutuan, 62592 Putrajaya. Disclosure shall also be made in Whistle Blower Form as in Appendix II

Can I choose to be anonymous when making disclosure?

LPPSA requires  Whistle Blower to disclose his/her identity to enable protection to be given to Whistle Blower and to inform of the outcome of the disclosure.

What is the protection given to Whistle Blower?

Whistle Blower making disclosure in good faith shall be protected under this policy against any unfair treatment such as retaliation, threat or intimidation of termination/suspension of service, disciplinary action, transfer, demotion, refusal of promotion, or the like including any direct or indirect use of authority to obstruct the Whistle Blower’s right to continue to perform his/her duties including making further protected disclosure;
